RAE, in the framework of adopting its decision regarding the publication of Tariff Regulation which establishes the tariff methodology for TPA access to the Transmission System and the Revythoussa LNG Facility, according to the provisions of para. 1, article 88 of Law 4001/2011, puts under public consultation a Draft Tariff Regulation (Greek version) as drafted and submitted to RAE by DESFA S.A. The draft Tariff Regulation is accompanied by a Draft Tariff Statement (Greek version), which includes the charges for the use of the National Natural Gas System (NNGS). Moreover, a presentation prepared by DESFA (Greek version), which describes the tariff methodology and the resulting charges, is also publicised.

The basic tariff parameters, as included in the two documents submitted by DESFA, are as follows:                          

-  Introduction of an Entry/Exit tariff system, based on booked capacity.
-  WACC equal to 12.21% pre-tax nominal.
-  Tariff levelization period equal to 10 years.
-  Recovery of 80% of the LNG Facility Required Revenue through transmission system tariffs and of the remaining 20% through LNG tariffs.

Based on DESFA’s proposal, RAE estimates the average charge for the use of the NNGS in the year 2012 at 3.79 €/MWh, compared with 3.59 €/MWh today (year 2011).

The public consultation will end on Friday 16th December 2011. Interested parties are invited to submit their comments to RAE by e-mail at gasconsultation@rae.gr or in writing, with a notification to DESFA, if they wish.

RAE will publish a list of the participants in the public consultation, with the exception of those who will claim confidentiality. Moreover, subject to the provisions of para. 3, article 5 of the Code of Administrative Procedure (Law 2690/1999, Government Gazette A’45), RAE will publish all the comments, without making a direct reference to the participant’s list.
