Frequently asked questions for submitting applications for an Electricity Storage License:

1. When can I submit a new application?

New applications are submitted within a cycle. A cycle is defined as the first ten (10) days of each month.

2. Where do I submit the application?

Until the creation of the Electronic Energy Storage Register, applications can be submitted electronically to info@rae.gr.

3. What documents must accompany my application?

New applications must be accompanied by all documents mentioned in Article 132 of Law 4001/2011.

4. What is the format of the shapefiles I must submit?

Applications must be accompanied by a shapefile according to the template and instructions. The file should have polygonal geometry, match the submitted topographical diagram and have the properties table completed.

5. Do I have to publish the description of the application in the newspapers?

Applications must not be accompanied by newspaper publications. The announcement of the new applications of each cycle is made on the RAE website by RAE itself, up to twenty (20) days after the end of the cycle.

6. When can I apply for a Storage Permit amendment?

Amendment requests are submitted within the cycle accompanied by all the necessary documents of Article 132 of Law 4001/2011 and the submission fee, except for amendments outside the cycle, which are as follows:
(a) reducing the boundaries of the facility polygon, since the modified polygon is a subset of the original polygon
(b) reduction or increase of the maximum power injected from a storage station or the maximum power absorbed to a percentage less than or equal to ten percent (10%) of the corresponding price of the original storage license
(c) reducing or increasing the installed capacity of the storage station by less than or equal to twenty-five percent (25%) of the price of the original storage permit
(d) reduction or increase of the guaranteed capacity of the storage station to a percentage less than or equal to ten percent (10%) of the price of the original storage license

7. Where do I deposit the application fee?

8. What is the amount I need to deposit as a new application fee?

The fee for submitting a new application is 60 euros/MW of maximum injection power, with a maximum of 12,000 euros.

9. What is the amount I need to deposit as the amendment application fee?

The fee for submitting a modification within a cycle is 12 euros/MW of maximum injection power, with a maximum of 2,400 euros. Especially in the case of a request to increase the maximum injection power of the Electricity Storage Station beyond ten percent (10%), the fee is set at 60 euros/MW of maximum injection power added to the initially listed in the Storage Permit. For out-of-cycle amendments, no submission fee is payable.

10. Do I need to prove that the installation location of the station is guaranteed?

Applications must be accompanied by proof of holding the installation location, only if it is a private area. If it is a public area, a declaration that it is public is sufficient.

11. What is the deadline for applying for an Environmental Conditions Approval Decision, if I am required to undergo an environmental conditions approval process?

The deadline is six (6) months from the date of issuance of the Storage License. Especially for Storage Licenses issued until December 31, 2022, this deadline is extended by six (6) additional months.

12. How can I prove my financial sufficiency?

According to the criterion (bd) of par. 9 of Article 70 of Law 4951/2022 (Gazette A’ 129/2022) “the financial sufficiency of the applicant and the possibility of guaranteeing the required financing for the implementation of the project, applied proportionally of Part 4 of Appendix 2 of the Decision of the Minister of Environment and Energy under YPEN/DAPEEK/114746/4230/2020 (Β΄ 5291)”.
Especially if the entity claims to cover a part or all of the project’s budget through bank financing, it must ensure the submission to RAE of the bank financing letter, via e-mail, by the issuer bank at the electronic address (info@rae.gr), making a relevant reference to the special protocol number of the application, according to the Authority’s announcement of 31.01.2014 (https://www.rae.gr/genika-nea/2522/).
