The Directorate has the responsibilities described in the individual Departments, as follows:

(a) Interconnected System Wholesale Electricity Market Regulation Department

1. Monitoring and supervision of theapplication of the rules of operation of the wholesale electricity markets of the Interconnected System, monitoring the development of competition in these markets, including the development and monitoring of the rules for the management and allocation of the potential of international interconnections.

2. Planning and editing of regulatory texts for the operation of wholesale electricity markets.

3. Processing issues and overseeing the implementation of wholesale electricity product disposition mechanisms through purchase processes.

4. Suggesting measures for the development and orderly operation of the wholesale electricity markets, analysis methodologies and drawing up studies on the evolution of these markets, as well as for cooperation, where necessary, with the Competition Commission.

5. Processing wholesale electricity market operator certification issues or compliance programs, supervision and control of compliance of license holders with the relevant conditions.

6. Contribution to the Department of Electric Networks and New Electricity Technologies for the processing of certification issues for Operators of Transmission Systems or Distribution Networks and other Electricity infrastructures that have market operation responsibilities.

7. Elaboration of RES participation issues in the wholesale electricity market.

8. Follow-up of procedures and collection, recording, processing and control of data for the determination of HYCO exchanges, except for HYCO MDN. Preparation of methodologies and implementation for the determination of HYCO exchanges, except for HYCO MDN.

9. Monitoring of the Special Account of HYPO and processing of HYPO coefficients and drawing up relevant recommendations.

10. Monitoring of the RES/ENERGY Special Account and processing of ETMEAR coefficients and drawing up relevant recommendations.

11. Proposals to improve the institutional framework related to the subject of the Department and the relevant practices followed, where necessary.

12. Processing of issues and assistance to the Directorate of Licensing and Maintenance of Registers and Archives for the evaluation of applications for licensing of entities for their participation in the wholesale markets of the interconnected system.

(b) Department of Wholesale Market Regulation of Natural Gas and Petroleum Products

1. Monitoring and supervision of the implementation of the operating rules of the wholesale natural gas markets, monitoring the development of competition in these markets, including the development and monitoring of the rules for managing and distributing the potential of international interconnections.

2. Planning and editing of regulatory texts for the operation of wholesale natural gas markets.
3. Proposal of measures for the development and orderly operation of wholesale natural gas markets, analysis methodologies and preparation of studies on the evolution of these markets, as well as for cooperation with the Competition Commission.

4. Monitoring procedures and collecting, recording, processing and checking data for the determination of ICO exchanges in the natural gas sector. Development of methodologies and implementation for the determination of ICO exchanges in the natural gas sector.

5. Processing issues of certification of Wholesale Natural Gas Market Operators or compliance programs, supervision and control of compliance of license holders with the relevant conditions.

6. Contribution to the Natural Gas Infrastructure Department for the processing of certification issues for Transmission System or Distribution Network Operators and other Natural Gas infrastructures that have market operation responsibilities.

7. Proposals to improve the institutional framework related to the subject of the Department and the relevant practices followed, where necessary.

8. Processing of issues and assistance to the Directorate of Licensing and Maintenance of Records and Archives for the evaluation of applications for licensing of entities for their participation in the wholesale natural gas markets.

(c) Department of Non-Interconnected Islands Wholesale Energy Market Regulation

1. Monitoring and supervision of the operation of the wholesale electricity market in the Non-Connected Islands and the implementation of the relevant framework and in particular the MDN Management Code.

2. Monitoring of procedures and collection, capture, processing and control of data for the determination of the exchanges YKO MDN. Preparation of methodologies and application for the determination of exchanges of YKO MDN.

3. Proposals to improve the institutional framework related to the subject of the Department and the relevant practices followed, where necessary.

(d) Department of Wholesale Market Supervision

1. Systematic monitoring and analysis of the operation of the electricity and natural gas markets and preparation of reports to inform the President and the Plenary and the publication of basic information on the RAE website.

2. Monitoring of the separation of activities of integrated enterprises.

3. Analysis of the long-term effects of the operating conditions of the electricity, natural gas and oil markets on the development of competition in these markets based on the pricing of the products and services offered in the energy markets.

4. Financial analysis and monitoring of companies participating in the electricity, natural gas and oil markets.

5. Implementation issues of the REMIT Regulation.

6. Proposals to improve the institutional framework related to the subject of the Department and the relevant practices followed, where necessary.

The Directorate has the responsibilities described in the individual Departments as follows:

(a) Department of Retail Markets

1. Monitoring and supervising the implementation of the rules of operation of the retail electricity and natural gas markets in the country and monitoring the development of competition in these markets.

2. Processing regulatory texts for the operation of retail electricity and natural gas markets in the Territory.

3. Recommending measures for the development and orderly operation of the retail electricity and natural gas markets, methodologies for analyzing and monitoring the evolution of these markets, as well as drafting recommendations for any referral of issues to the Competition Commission.

4. Analysis of tariffs and monitoring of profit margins, regular issuance of a relevant newsletter to the Plenary and posting on the RAE website, as well as development/maintenance of a price comparison tool between electricity and natural gas suppliers.

5. Processing of issues and assistance of the Licensing and Maintenance of Records and Records Department in the evaluation of applications related to electricity and natural gas supply licenses, as well as monitoring and supervision of compliance with the conditions of these licenses.

6. Continuous monitoring of the tariffs offered to consumers, detection of any violations or unfair competition practices and drawing up relevant recommendations to the Plenary.

7. Monitoring of the framework regarding the market for electric vehicle charging services (indicatively setting up an institutional framework for Electric Vehicle Charging Infrastructure Operators, etc.).

9. Monitoring of RAE's competence issues in the petroleum market.

(b) Department of Consumer Protection

1. Monitoring and supervision of the quality of services provided by suppliers of energy products, as well as consumer protection in matters related to the supply of these products.

2. Processing and examination of complaints and reports/complaints of consumers of energy products, in collaboration with other co-competent Directorates/Departments and formulation of relevant recommendations to the President or the Plenary.

3. Informing consumers and participants in the energy market, proposing measures for the development of relevant programs (brochures, seminars, regular updating of the RAE website or other information points, etc.).

4. Monitoring the energy saving programs and proposing related improvement measures and informing consumers.

5. Monitoring energy poverty and planning initiatives to combat it, including proposals to improve the Social Household Tariff (KOT), special tariff for Multiple Children, as well as the Solidarity Services Tariff (TYA) or other related social tariffs.

6. Proposals to improve the institutional framework related to the subject of the Department and the relevant practices followed, where necessary.

1. Monitoring and supervision of the operation, management and development of electricity systems and networks (e.g. ESMIE, EDDIE, closed distribution networks), as well as processing the conditions of the relevant licenses and monitoring their compliance.

2. Assistance to the Directorate of Licensing and Maintenance of Registers and Archives for the processing of issues related to the licensing of electricity systems and networks (e.g. ESMIE, EDDIE, closed distribution networks), as well as the processing of the conditions that may be imposed with these licenses . Monitoring Licensees' compliance with their license conditions.

3. Editing of texts related to the management, development and operation of electricity transmission and distribution systems and networks (regulations, codes, etc.), including: a) EU Common Interest projects. (PCIs) and b) "smart" networks.

4. Processing and proposal for the approval of Electricity Transmission and Distribution Network Development Programs.

5. Monitoring of the implementation of electricity transmission and distribution network projects, including the relevant EU Common Interest projects. (PCIs).

6. Processing, monitoring and supervision of the procedures and issues of technical and economic conditions of use of electricity networks and infrastructures, as well as the processing of the methodology for determining the relevant tariffs.

7. Elaboration, monitoring and supervision of the procedures and issues of technical and financial terms of connection with electricity networks and infrastructures, as well as the elaboration of the methodology for determining the relevant tariffs.

8. Elaboration of issues related to the saturation of the electrical networks in terms of the connection of RES/CHP stations and implementation of the procedures for determining the relevant margins.

9. Dealing with "smart" grid issues and ensuring the introduction of relevant technologies into the country's electricity sector.

10. Preparation of technical and economic studies for the operation of electricity networks, including international interconnections.

11. Assistance to the Monopoly Activities Regulatory Policy Department for the processing of economic regulatory issues of electricity networks and infrastructures, as well as in the process of approving the Required Income of Managers and Owners of transmission, distribution and other electricity infrastructure networks.

12. Monitoring of the technical operation and performance of the Interconnected Electric System, the necessary energy and power reserves and suggestions for improvement.

13. Processing of certification issues of Transmission System Operators or Distribution Networks and other Electricity infrastructure or compliance programs, with the assistance of the Interconnected System Wholesale Electricity Market Regulation Department, where required, supervision and control of license holders' compliance with the relevant conditions.

14. Monitoring of developments in the European and national institutional framework for the development of electricity infrastructure.

15. Monitoring the technical operation and performance of the power generation units of the Interconnected Electric System and proposals for improvement, exceeding and violating conditions and requirements and recommending any sanctions.

16. Assistance to the Directorate of Licensing and Maintenance of Registers and Archives for the specialized technical and economic evaluation of applications for licensing of electricity production units, as well as the processing of the conditions that may be imposed with these licenses. Monitoring Licensees' compliance with their license conditions.

17. Monitoring the European or national legal framework for power plants and recommending measures or actions for relevant harmonization and adaptation.

18. Proposals to improve the institutional framework related to the subject of the Department and the relevant practices followed, where necessary.

(b) Natural Gas Infrastructure Department

1. Monitoring and supervision of the operation, management and development of natural gas systems, networks and infrastructures (e.g. ASFA, ESFA, distribution networks), as well as processing the conditions of the relevant licenses and monitoring their compliance.

2. Processing of certification issues for Operators of Transmission Systems or Distribution Networks and other Natural Gas infrastructures or compliance programs, with the assistance of the Natural Gas and Petroleum Wholesale Market Regulation Department, where required, supervision and control of license holders' compliance with the relevant conditions.

3. Assistance to the Directorate of Licensing and Maintenance of Registers and Records for the processing of matters related to the licensing of natural gas systems, networks and infrastructures (e.g. ASFA, ESFA, distribution networks) as well as the processing of the conditions that may be imposed with these licenses . Monitoring Licensees' compliance with their license conditions.

4. Processing of regulatory texts concerning the management, development and operation of systems, transmission and distribution networks and other natural gas infrastructures (regulations, codes, manuals, etc.), including EU Common Interest projects. (PCIs).

5. Processing and proposal for the approval of Development Programs for natural gas transmission and distribution networks.

6. Monitoring of the implementation of transmission systems, distribution networks and other natural gas infrastructure projects, including the relevant EU Common Interest projects. (PCIs).

7. Processing, monitoring and supervision of the procedures and issues of technical and economic conditions of use of natural gas networks and infrastructures, as well as the processing of the methodology for determining the relevant tariffs.

8. Processing, monitoring and supervision of the procedures and the issues of technical and financial terms of connection with the natural gas networks and infrastructures, as well as the processing of the methodology for determining the relevant tariffs.

2. Monitoring of developments regarding applied practices in monopolistic activities and elaboration of proposals to improve existing practices and methodologies in the energy sector (determination of incentives, etc.).

3. Processing issues related to the preparation and supervision of a regulated asset base in energy monopoly activities, as well as determining a reasonable return on it.

4. Monitoring and processing issues related to the accounting separation of activities of energy entities.

5. Monitoring of the framework of projects of Common Interest of the E.U. (PCIs), based on the relevant EU Regulation, especially with regard to the revenue-disbursement issues of the projects and cooperation with the Departments of the Authority that handle corresponding issues.

6. Processing and proposal for the approval of the Required Income of Managers and Owners of the transmission, distribution and other infrastructures of electricity and natural gas, in cooperation with the Departments of Electric Networks and New Technologies, Electric Systems and Interconnections of Non-connected Islands and Natural Gas Infrastructures , in particular with regard to the costs and investments of the respective networks.

7. Monitoring of revenues from international electricity interconnections, in collaboration with the Directorate for Regulation and Supervision of Wholesale Energy Markets and International Interconnections and making recommendations regarding their use.

1. Processing and proposal for the approval of the Required Revenue and the fees of the energy operators operating in the wholesale electricity and natural gas markets in cooperation with the Directorate for the Regulation and Supervision of Wholesale Energy Markets and International Interconnections, in accordance with the relevant European Regulations.

The Directorate has the responsibilities described in the Departments as follows:

(a) Department of Energy Studies and Analysis, Energy Planning and Security of Supply

1. Care for the preparation of the country's Long-term Energy Planning based on the current legislation.

2. Impact analysis of alternative developments of the country's energy system in terms of energy supply security, the economy, the environment, energy costs and competitiveness.

3. Monitoring international energy developments and fuel prices, and formulating proposals for taking measures or energy directions.

4. Monitor developments in technology and fuels used to generate electricity.

5. Monitoring developments for natural gas transportation and storage.

6. Elaboration, updating and implementation, according to RAE's responsibilities, of emergency plans in the country's energy systems.

7. Preparation of reports on the adequacy of the production potential, the security of supply of electricity (including the necessary reserves) and natural gas, as well as for the determination of the need to conduct relevant tenders, including the preparation of the basic specifications and the supervision of their conduct.

8. Addressing issues related to the design, establishment and implementation of power adequacy mechanisms in electrical power systems.

9. Design and development of security of supply mechanisms in electricity and natural gas systems.

10. Monitor Security of Supply Special Accounts and determine related fees and process related issues.

11. Monitoring the environmental impacts of the production, transmission and distribution of electricity, as well as the transmission, distribution and storage of natural gas and liquefied natural gas.

12. Cooperation with other Directorates and Departments of RAE for critical and vital infrastructures related to Energy Planning and Security of Supply issues and critical parameters of their design and operation (especially dimensioning).

13. Elaboration of energy studies for matters of RAE competence, based on institutional framework, RAE Secretariat needs and Plenary decisions.

14. Monitoring the country's energy market in matters of security of supply, prices and competition, as well as the achievement of the country's environmental goals and commitments and preparing relevant analyzes for the formulation of long-term energy options in the context of energy planning.

15. Keeping, with the cooperation of the Department of Information Systems and Process Standardization, elements and data necessary for the preparation of energy studies (accounting data, price data, fuel costs, etc.) in an organized database.

16. Proposals to improve the institutional framework related to the subject of the Department and the relevant practices followed, where necessary.

(b) Department of Energy Policy, Strategic Development of RES and Energy Storage

1. Monitoring the development of RES and CHP plants and the achievement of the relevant energy goals of the country, collection and export of statistical data and regular updating of the website of RAE and the Plenary.

2. Care for the study of the technical and economic effects of the penetration of RES and CHP in the energy system of the country.

3. Suggesting measures for the development and effective integration of RES and CHP in the national energy balance, including the integration of storage infrastructure and the way of management.

4. Formulation and recommendation to the RAE of the strategic development of RES/CHP in the country and formulation of the basic specifications of the tender procedures for the licensing or installation of RES/CHP stations.

5. Processing and proposal regarding issues of invoicing, sales contracts and mix of RES/CHP stations.

6. Monitoring of European environmental protection legislation in the electricity and natural gas sectors and the implementation of international protocols and conventions, including the National Pollutant Allocation Plan and the Guarantee of Origin System from renewable energy sources.

7. Monitoring and processing of issues concerning electricity storage projects in the Interconnected System, including those included in the EU Projects of Common Interest (PCIs), performance of the Interconnected Electric System, the necessary energy and power reserves and improvement proposals.

8. Proposals to improve the institutional framework related to the subject of the Department and the relevant practices followed, where necessary.

(c) Department of Electrical Systems and Interconnections of Non-Interconnected Islands

1. Monitoring and supervision of the technical operation, development of production, as well as the management and development activities of energy control centers and management of electricity production in NDNs and the implementation of the relevant framework and in particular the NDN Management Code.

2. Examination of the long-term electrification strategy of the NDNs (autonomous operation with any type of generating stations, interconnection with an Interconnected System or merging of NDN systems), determining the programming of the interconnection of the Non-Interconnected Islands with each other or with the interconnected system or network.

3. Examination of the planning of the development of electricity production from stations of all technologies on these islands, assistance to the Directorate of Licensing and Maintenance of Records and Records in the evaluation of applications for granting exemptions and licenses for the production of electricity from conventional units and controlled production units, ensuring of the adequacy of power and the recommendation of measures to deal with emergency needs.

4. Determination of basic tender process parameters based on existing legislation for the development of NDN generation or interconnection.

5. Preparation of technical and economic studies for the production of electricity in the Non-Interconnected Islands and the determination of the margins for development and safe absorption of power.

6. Systematic cooperation with the RAE services for the legal processing and documentation of the individual/normative/regulatory decisions or opinions and the sanctioning decisions received by the RAE.

7. Investigation and processing of complaints and coordination of hearing procedures.

8. Drawing up opinions and providing legal advice to all RAE departments on legal issues arising from the exercise of their responsibilities.

9. Supervision of legal cases assigned to third party lawyers.

10. Providing legal support in legislative matters, as well as in matters of compliance with Community law.

11. Keeping a record of opinions, jurisprudence and legislation related to RAE's work.

12. Keeping a record of case files and court documents.

13. Systematic monitoring of legislation and jurisprudence related to the Authority's responsibilities.

(b) Department of Legal Support and Documentation of Decisions of the Authority.

1. Legal support of RAE's work, of RAE's President and Members and of RAE's Directorates/Departments/Offices.

2. Support of the President and the Members of RAE and the Directorates/Departments/Offices of RAE in every legal matter that arises in the exercise of their responsibilities.

3. Systematic cooperation with RAE services for the legal processing and documentation of individual/normative/regulatory decisions or opinions or competitive proceedings and sanctioning decisions taken by RAE.

2. Legal support of the work of the RAE, the President and the Members of the RAE and the Directorates/Departments/Offices of the RAE, if specifically requested by the President or the Plenary of the Authority.

3. Legal support of the RAE Service Council, unless the President of the Authority has specified otherwise.

4. Providing legal support to the Authority's financial management and procurement services.

5. Legal control of the contracts concluded by the Authority.

6. Legal processing and monitoring of RAE procurement and service tenders.

7. Providing legal support to the Authority's administrative services.

8. Providing directions to RAE's administrative and financial services to deal with legal issues.

9. Ensuring the correct and uniform interpretation and application of the tax and insurance legislation by the relevant RAE departments.

10. Monitoring of the legislation regarding issues of tax, insurance, fiscal law, public contracts law and the relevant information of the competent services.
